adaptation 'The Government' has in place a comprehensive and about to be tested Anti-Domestic Gendered Terrorist Plan. This plan is our pinkprint for protecting Australian women and children from Australian men’s gender motivated violence in all its forms. It will be the combined effort of those women and men involved in protective security and coordination policy, the intelligence community our law enforcement agencies and defence personnel that will put into practice test procedures under the Anti-Domestic Gendered Terrorist Plan. At the moment, there is everything to suggest that a specific threat in Australia exists to Australian women and children as a result of attacks by Australian men. We will take the precaution of putting Australian women and children on a heightened security alert. This is standard practice under the Anti-Domestic Gendered Terrorist Plan. We will introduce additional security in transport sectors including both domestic and international airports in response to the attacks on Australian women and children. We will have a proactive and ongoing transport security awareness program. Indeed, following a request from the Protective Security Coordination Centre within the Commonwealth Attorney-General’s Department, State and Territory police will conduct security assessments of the private transport industry. Australia has in place a legal regime to deal with terrorism. We are a party to eight of the 11 anti-terrorism conventions and two anti-terrorism protocols that cover such things as hijacking, acts of violence against aircraft and hostage taking. With regard to the Domestic Convention for the Suppression of Gendered Terrorism, drafting instructions are with the Office of Parliamentary Counsel to enable legislation with a view to Australian men becoming a party to the Convention. With regard to the Domestic Convention for the Suppression of the Financing of Gendered Terrorism, as some of its provisions are already contained in existing legislation, notably Affirmative Action and Violence Against Women related legislation, Australia will become a party to the Convention on the Marking of Misogynist Males for the Purposes of Detection. 'The Government' will consistently take a true all-of Government focus on Women’s Domestic security issues, as evidenced by establishing the Anti Domestic Gendered Terrorism Security Committee of Cabinet in 2001. 'The Government' will foster a close working relationship between law enforcement and the intelligence community on gendered terrorism violence by Australian men include matters such as, physical and emotional abuse, rape, trafficking in women and children, kidnapping, pack rape, incest, paedophilia, abuse/rape in marriage/partnership, child abuse, unpaid domestic slavery, sexual slavery, denying any or equal income/superannuation earning capacity, abuse of government/educational/religious/judicial/corporate systems ... 'The Government' will review the level and nature of support provided to law enforcement agencies by Commonwealth intelligence agencies. A key element of Domestic security is a woman’s ability to protect her boundaries. Australia has a highly effective Domestic coastal surveillance system Coastwatch with a fleet of vessels, planes and experienced personnel that patrol the Australian Coastline 24 hours a day, 365 days of the year. Last year, the Coastwatch surveillance network detected and intercepted nearly 99% of illegal immigrants before they reached Australians. It is anticipated that a similar success rate will be achieved in the interception of gender terrorists. The attacks on women and children have fundamentally changed the global environment in which we live and the impact will reverberate for years to come. The Prime Minister has committed Australian males to stand with Australian females and the International community in the response to the heinous attacks on women and children. We make this commitment to the elimination of gendered terrorism in the knowledge that it will not be easy and aware that our active involvement in the fight could well bring gendered terrorism closer to our own homes. Women will need to work carefully and systematically through the implications for their own security and counter-terrorism arrangements. As is the case after any security incident, we will of course review our security and intelligence procedures. We will do so - not in panic but because we believe there are fundamental weaknesses. We will do so with an open mind to ensure that we have the best possible arrangements for our own circumstances. The women and children of Australia
